Morta region cookie

The first-party morta_region cookie stores only a coarse booking region (`UK`, `GCC`, `EU`, or `Others`) for up to 30 days. It is `HttpOnly`, uses `SameSite=Lax`, and is `Secure` in production. It does not contain an IP address. CookieFirst should include this cookie in its live inventory and consent configuration.
